Photograph: John Amis\/EPA<\/figcaption><\/figure>\n<\/header>\n<div class=\"content__article-body from-content-api js-article__body\" data-test-id=\"article-review-body\">\n<p>A \u201cgreat reverse migration\u201d of African Americans to the US south from the north could turn historically Republican parts of Georgia\u2019s state capital, Atlanta, from red to Democrat blue as early as next month\u2019s midterms, experts say.<\/p>\n<p>William Frey, demographer and senior fellow at the Brookings Institution, said a key to this trajectory is the burgeoning Gwinnett County on the outskirts of Atlanta, where many black people have moved in recent years.<\/p>\n<p>Gwinnett is a being closely scrutinised in Georgia\u2019s extremely tight gubernatorial battle, fought between Stacey Abrams, a Democrat hoping to be the country\u2019s first female African American governor, and Republican Brian Kemp, who has denied accusations of voter suppression impacting minorities.<\/p>\n<aside class=\"element element-rich-link element--thumbnail element-rich-link--upgraded\" data-component=\"rich-link\" data-link-name=\"rich-link-2 | 1\">\n<div class=\"rich-link tone-news--item rich-link--pillar-news\">\n<div class=\"rich-link__container\">\n<div class=\"rich-link__image-container u-responsive-ratio\"><img decoding=\"async\" src=\"https:\/\/i.guim.co.uk\/img\/media\/85cdf98752c1e3c001bc9531f8cd05f061250ad0\/0_0_4300_2580\/master\/4300.jpg?width=460&amp;quality=85&amp;auto=format&amp;fit=max&amp;s=4e28af8a490247e7facfe08358676d6d\" \/><\/div>\n<div class=\"rich-link__read-more\">\n<div class=\"rich-link__read-more-text\">All eyes are on whether Gwinnett will go to the\u00a0Democrats, signalling a shift in what was one of the staunchest Republican states in the American south, if not the entire United States. If so, it could be a harbinger of swings in other states that have not previously been battlegrounds<strong>.<\/strong><\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/aside>\n<p>\u201c[The county\u2019s] demography has changed so dramatically in the last 15 years,\u201d said Frey, explaining that significant numbers of African-Americans left the south in the 1970s but are now returning.<\/p>\n<p>Gwinnett is Georgia\u2019s second-largest county; with more than 900,000 residents it is just behind the city of Atlanta\u2019s own staunchly Democrat Fulton County. Another\u00a0joint poll\u00a0from local media outlets a week earlier showed the race virtually deadlocked.<\/p>\n<aside class=\"element element-rich-link element-rich-link--tag element--thumbnail element-rich-link--upgraded\" data-component=\"rich-link-tag\" data-link-name=\"rich-link-tag\">\n<div class=\"rich-link tone-news--item rich-link--pillar-news\">\n<div class=\"rich-link__container\">\n<div class=\"rich-link__image-container u-responsive-ratio\"><img decoding=\"async\" src=\"https:\/\/i.guim.co.uk\/img\/media\/8b27675a48fc83c67356f6a1c3489c3c8fdcb1d8\/0_690_7089_4253\/master\/7089.jpg?width=460&amp;quality=85&amp;auto=format&amp;fit=max&amp;s=465e58aa5b64c266bf4d3d3292b0b1f4\" \/><\/div>\n<\/div>\n<\/div>\n<\/aside>\n<p>Not only is Kemp the Republican candidate for governor, he is also Georgia\u2019s secretary of state \u2013 putting him in charge of voter registration and elections.<\/p>\n<p>On Friday, Greg Palast, a journalist and the director of the Palast Investigative Fund alleged that Kemp improperly purged more than\u00a0340,000 voters from the state\u2019s registration rolls. Palast, who filed a lawsuit seeking documents, said the voters had been purged for moving homes, but had not in fact changed address.<\/p>\n<p>It\u2019s the latest allegation against Kemp of suppressing voters, all of which he has denied.<\/p>\n<p>Kemp has also faced criticism over the \u201cexact match\u201d policy. Many others disagree, including a coalition of civil rights groups whose\u00a0lawsuit\u00a0claims that \u201cit disproportionately and negatively impact[s] the ability of voting-eligible African American, Latino and Asian American applicants to register to vote.\u201d<\/p>\n<div id=\"dfp-ad--inline2\" class=\"js-ad-slot ad-slot ad-slot--inline ad-slot--offset-right ad-slot--inline2 u-h ad-slot--rendered\" data-link-name=\"ad slot inline2\" data-name=\"inline2\" aria-hidden=\"true\" data-mobile=\"1,1|2,2|300,250|300,274|fluid\" data-desktop=\"1,1|2,2|300,250|620,1|620,350|300,274|fluid|300,600\" data-google-query-id=\"COS_7cSgmt4CFUGJ7QodwtEHJA\">\n<div id=\"google_ads_iframe_\/59666047\/theguardian.com\/cities\/article\/ng_7__container__\" class=\"ad-slot__content\">More than 51,000 voter registration applicants are \u201cpending\u201d because of the exact match protocol, the lawsuit alleges, 80% of which were submitted by African American, Latino and Asian American applicants. Less than 10% were submitted by applicants identifying as white.<\/div>\n<\/div>\n<p>In a statement on the secretary of state\u2019s website, Kemp\u00a0denied\u00a0the allegations of voter suppression, calling them \u201canother frivolous lawsuit from liberal activist groups\u201d.<\/p>\n<p>There is further concern over the high numbers of rejected absentee ballots, specifically in Gwinnett County. According to voting data on the secretary of state\u2019s website, more than 520,000 voters have sent in ballots, of which more than 33,000 \u2013 around 6% \u2013 are from Gwinnett County.<\/p>\n<p>Michael McDonald, an associate professor at the University of Florida who specializes in election data analysis, said Gwinnett county is responsible for approximately 40% of all rejections in the state. They belong \u201cdisproportionately to persons of color, specifically African Americans and Asian Americans,\u201d he said.<\/p>\n<h2>\u2018Every vote counts\u2019<\/h2>\n<p>Sam Park is out pounding the well-maintained lawns of Lawrenceville in Gwinnett County. The Democratic Party\u2019s incumbent state house representative for District 101 is one of many canvassers in Gwinnett who are particularly keen to get out the vote among the growing population of young non-white voters. Part of the new wave of migration includes well-educated and diverse millennials; in Atlanta, African American millennials are the largest minority group. In his 2018 report The Millennial Generation, Frey said: \u201cIn Atlanta, young middle-age blacks would out number whites for the first time in 2025.\u201d<\/p>\n<p>Park, a 33-year-old Korean American,<\/p>\n<p>is accompanied by his deputy field director, Dia Parker, a 24-year-old African-American college student. Parker made a quick plug for Abrams, too; Gillani said he was already on board.<\/div>\n<\/div>\n<p>For the next hour, Park spoke with two African American men and a Cambodian American woman. The woman spoke little English, so Park made a note on an app on his phone to return with an interpreter. The two men promised their votes to Park.<\/p>\n<p>Whether there will be enough people like them for Georgia to swing to the Democrats is the key question. Frey thinks it could. \u201cOne of the reasons is because of the increasing diversity in the Atlanta area,\u201d he said, adding that the \u201cswinginess\u201d comes from metro suburban areas such as Gwinnett.<\/p>\n<aside class=\"element element-rich-link element--thumbnail element-rich-link--upgraded\" data-component=\"rich-link\" data-link-name=\"rich-link-2 | 2\">\n<div class=\"rich-link tone-news--item rich-link--pillar-news\">\n<div class=\"rich-link__container\">\n<h4 class=\"rich-link__image-container u-responsive-ratio\"><span style=\"color: #111111; font-family: Roboto, sans-serif; font-size: 32px;\">\u201cThere are politicians that try to push back the wall of demography that is coming along,\u201d Frey said.\u201d \u201cAnd they can try for a couple elections to do it.
