{"id":412,"date":"2018-02-19T13:16:39","date_gmt":"2018-02-19T12:16:39","guid":{"rendered":"https:\/\/britishdailynews.co.uk\/?p=412"},"modified":"2018-02-19T13:16:53","modified_gmt":"2018-02-19T12:16:53","slug":"trio-on-oxfams-haiti-team-threatened-key-witness-report-reveals","status":"publish","type":"post","link":"https:\/\/britishdailynews.co.uk\/?p=412","title":{"rendered":"Trio on Oxfam&#8217;s Haiti team threatened key witness, report reveals"},"content":{"rendered":"<p>Three members of the controversial Oxfam\u00a0<a class=\"u-underline\" href=\"https:\/\/www.theguardian.com\/world\/haiti\" data-link-name=\"auto-linked-tag\" data-component=\"auto-linked-tag\">Haiti<\/a>\u00a0team that was under investigation for sexual exploitation and other breaches physically threatened a colleague to ensure that person\u2019s silence, according to the charity\u2019s own inquiry into the claims.<\/p>\n<p>The confidential report, finally released on Monday as part of Oxfam\u2019s efforts to draw a line under the crisis that has engulfed it for a week, contains damning new details of\u00a0<a class=\"u-underline\" href=\"https:\/\/www.theguardian.com\/world\/2018\/feb\/09\/oxfam-pressed-over-claims-haiti-aid-workers-used-prostitutes\" data-link-name=\"in body link\">serious misconduct in Oxfam\u2019s operations<\/a>\u00a0following Haiti\u2019s devastating earthquake.<\/p>\n<p>In addition to the breaches of using sex workers and physical threats, a staff member was dismissed for using the charity\u2019s computing equipment to download \u201cpornographic and illegal material\u201d to a laptop. The Guardian understands the \u201cillegal material\u201d to have been pirated videos.<\/p>\n<p>A copy of the report \u2013 with the names of former employees who were dismissed following the scandal redacted \u2013 includes details of how the allegations came to light and of Oxfam\u2019s investigative process, which included interviews with some 40 witnesses.<\/p>\n<p>Although their names and job titles were redacted from the released report, the Guardian understands the staff members disciplined for improper behaviour came from across all areas of the team\u2019s operations, from managers to assistants.<\/p>\n<p>Significantly, the report also describes in detail the controversial deal that allowed the disgraced country director, Roland van Hauwermeiren, to\u00a0<a class=\"u-underline\" href=\"https:\/\/www.theguardian.com\/global-development\/2018\/feb\/13\/oxfam-disgraced-haiti-official-liberia-post-roland-van-hauwermeiren\" data-link-name=\"in body link\">quietly resign in exchange for helping with the inquiry<\/a>.<\/p>\n<p>In addition to the use of sex workers, the report notes Van Hauwermeiren was also accused of \u201cnegligence and failure to safeguard employees \u2013 in particular, female employees\u201d.<\/p>\n<p>In a statement accompanying the report\u00a0<a class=\"u-underline\" href=\"https:\/\/www.theguardian.com\/world\/oxfam\" data-link-name=\"auto-linked-tag\" data-component=\"auto-linked-tag\">Oxfam<\/a>\u00a0explained why it was publishing its inquiry. \u201cWe are making this exceptional publication because we want to be as transparent as possible about the decisions we made during this particular investigation and in recognition of the breach of trust that has been caused.<\/p>\n<p>\u201cWe are also meeting with the government of Haiti to apologise for our mistakes and discuss what more we can do, including for the women affected by these events. We hope this also contributes to rebuilding trust with those who support our work.<\/p>\n<div id=\"dfp-ad--inline1\" class=\"js-ad-slot ad-slot ad-slot--inline ad-slot--inline1 ad-slot--rendered\" data-link-name=\"ad slot inline1\" data-name=\"inline1\" data-mobile=\"1,1|2,2|300,250|fluid\" data-desktop=\"1,1|2,2|300,250|620,1|620,350|fluid\" data-google-query-id=\"CKrVzr_6sdkCFcasUQodcgkMpw\">\n<div class=\"ad-slot__label\"><\/div>\n<div id=\"google_ads_iframe_\/59666047\/theguardian.com\/world\/article\/ng_0__container__\" class=\"ad-slot__content\"><\/div>\n<\/div>\n<p>\u201cHowever difficult it is to meet the demands of transparency, and however hard it is to confront mistakes of the past, we believe that ultimately this will help us take meaningful action and become more effective in our mission to tackle poverty and help people hit by disaster.\u201d<\/p>\n<p>According to the report the alarm over the conduct of the Oxfam Haiti team was first raised in the headquarters of Oxfam GB (OGB) by an email from a staff member in Oxfam\u2019s Latin America and Caribbean region office who claimed members of the team were engaged in \u201csexual exploitation (use of prostitutes in OGB guest houses and sexual harassment of staff)\u201d, as well as making claims of \u201cfraud, negligence and nepotism\u201d.<\/p>\n<p>The report continues that as an investigative team prepared to depart for Haiti \u201callegations were received from [a staff member] that the country director had also breached the charity\u2019s code of conduct through the alleged use of prostitutes\u201d at his Oxfam-funded accommodation.<\/p>\n<p>According to the published investigation, after four days the only substantiated allegations were those against Van Hauwermeiren, who was ordered to attend an interview with the investigators at their hotel and confronted with the claims and admitted to using sex workers at his home.<\/p>\n<p>As described by Oxfam\u2019s chief executive, Mark Goldring, last week\u00a0<a class=\"u-underline\" href=\"https:\/\/www.theguardian.com\/world\/2018\/feb\/16\/oxfam-boss-mark-goldring-anything-we-say-is-being-manipulated-weve-been-savaged\" data-link-name=\"in body link\">in an interview with the Guardian<\/a>, Van Hauwermeiren was offered a \u201cphased and dignified exit, provided that he &#8230; The impression it leaves is likely to be as damaging as the sexual exploitation allegations themselves.<\/p>\n<div id=\"dfp-ad--inline2\" class=\"js-ad-slot ad-slot ad-slot--inline ad-slot--offset-right ad-slot--inline2 ad-slot--rendered\" data-link-name=\"ad slot inline2\" data-name=\"inline2\" data-mobile=\"1,1|2,2|300,250|fluid\" data-desktop=\"1,1|2,2|300,250|620,1|620,350|fluid|300,600\" data-google-query-id=\"CLaVyMD6sdkCFQmuUQodpM0LqA\">\n<div class=\"ad-slot__label\"><\/div>\n<\/div>\n<p>Having briefed the staff in the office in the Haitian capital, Port-au-Prince, that an investigation was under way, the main part of the investigation commenced. During the investigation 40 witnesses were interviewed. While the investigation was still in progress, the line manager of one of the suspects leaked an investigation report to an unconnected member of staff.<\/p>\n<p>This resulted in three of the suspects physically threatening and intimidating one of the witnesses who had been referred to in the report. This incident led to further charges of bullying and intimidation against these three members of staff.<\/p>\n<p>The now published report also appears to undermine Van Hauwermeiren\u2019s own denials \u2013 to Belgian media last week \u2013 in which he stated that\u00a0<a class=\"u-underline\" href=\"https:\/\/www.theguardian.com\/global-development\/2018\/feb\/15\/oxfam-official-accused-hosting-sex-parties-haiti-lies-exaggerations\" data-link-name=\"in body link\">he had not had sex with prostitutes<\/a>.<\/p>\n<p>The release of the report follows the threat by Haiti over the weekend to revoke Oxfam\u2019s permission to work in the country.<\/p>\n<p>\u201cIf there has indeed been an infraction \u2026 I will not hesitate to revoke Oxfam\u2019s right to operate in Haiti,\u201d Aviol Fleurant, Haiti\u2019s minister of planning and external cooperation, told CNN.<\/p>\n<p>Source\u00a0https:\/\/www.theguardian.com\/world\/2018\/feb\/19\/trio-oxfam-haiti-team-threatened-key-witness-confidential-report<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Three members of the controversial Oxfam\u00a0Haiti\u00a0team that was under investigation for sexual exploitation and other breaches physically threatened a colleague to ensure that person\u2019s silence, according to the charity\u2019s own inquiry into the claims.
